Likely cause: The first request after a quiet period (only before launch: the automatic sleep is off once trading customers are live).

What to do: Retry after Retry-After (30 seconds). In a browser the page reloads itself.

Retry: Yes. Nothing happened (or it was a read), so repeat it, after Retry-After when present.
