Likely cause: The payment provider has not confirmed the last upgrade’s charge yet.

What to do: Wait a few minutes and check GET /billing. Once the earlier payment has settled, repeat the upgrade if it is still needed.

Retry: Yes. Nothing happened (or it was a read), so repeat it, after Retry-After when present.
