HTTP 409.

**Likely cause:** The payment provider has not confirmed the last upgrade's charge yet.

**What to do:** Wait a few minutes and check `GET /billing`. Once the earlier payment has settled, repeat the upgrade if it is still needed.

**Retry:** Yes. Nothing happened (or it was a read), so repeat it, after `Retry-After` when present.
