Idempotency can't be guaranteed right now, so nothing was sent.

HTTP 503. Nothing reached the broker.

Likely causes:

• The idempotency store is unavailable.
• The idempotency store is full of requests that are still running.

What to do: Retry after Retry-After, or drop the header to trade without idempotency.

Retry: Yes. Nothing happened (or it was a read), so repeat it, after Retry-After when present.
