**Likely cause:** Your pre-trade hook answered with a hold instead of allow or deny.

**What to do:** Do not resend. Wait for the hook to release or reject the hold before `metadata.expiresAt`; `metadata.holdId` identifies it.

**Retry:** No. The same request gets the same answer; change something first.
