HTTP 403. Nothing reached the broker.

**Likely causes:**

- Creating another sandbox key (dashboard quickstart or POST /v1/sandbox/keys) while the sandbox holds the maximum.
- Creating another API token, read-only key or agent key with a sandbox key or token while the sandbox holds the maximum of that kind.

**What to do:** Revoke a sandbox credential of that kind you no longer need on the dashboard, then create the new one.

**Retry:** No. The same request gets the same answer; change something first.
