HTTP 503. Nothing reached the broker.

**Likely cause:** Our API or the pre-trade hook service is unreachable or slow.

**What to do:** Retry after Retry-After with the same Idempotency-Key.

**Retry:** Yes. Nothing happened (or it was a read), so repeat it, after `Retry-After` when present.
