HTTP 400. Nothing reached the broker.

**Likely causes:**

- Raw accented letters, emoji or other non-ASCII text in the header.
- A tab, line break or other control character in the header.

**What to do:** Send printable ASCII (space to ~). Percent-encode other text as UTF-8, for example caf%C3%A9; the audit log stores it decoded. The `header` field names the header.

**Retry:** No. The same request gets the same answer; change something first.
